Following up on Tommy’s recent post, the Georgia Budget and Policy Institute reports that the Property Tax Reform Amendment recently passed by the House would cause a state revenue decline of $672 million in fiscal 2011. They say:
State revenue decline of $672 million in Fiscal Year 2011.
The equivalent of:
• 8% of K-12 education budget; or
• 29% of Board of Regents budget; or
• 100% of PeachCare budget plus 27% of Medicaid budget; or
• 56% of the Department of Corrections budget.
° The cost of reimbursement to local governments would continue to rise as evidenced by Virginia’s experience with a similar car tag tax repeal. The actual cost to the state for local reimbursements was significantly higher than originally expected…Virginia is constantly tweaking its revenue code — it has made tax changes in 15 of the past 20 years. I can tell you that many of the tax collectors act in unfair and unscrupulous way with no good means of reigning them in. They can put a lien on your property with out any tangible reason and collect on it. I know this is right. They don’t even have to send you a bill to your listed address and can penalize you if you do not pay what they claim you owe.
